Should I apply to a job that I am clearly underqualified? For example, I learned a bit about embedded software as a hobby but job requires extensive experience. So the result is certain but can any good come from this interview?

More detail, I will be indirectly applying for the job through recruiter company. My CV and interview with recruiter was also honest about my experience. In fact, recruiter asks if I am interested.

    When I got my job they required network and modem experience (yes it was a couple of years ago).

    I had a little network experience from school and knew what a modem was but still got a job although not as a network and modem technician.

    I started in their storehouse but now I have worked with software development for the last 18 years :)

    Go for it! Learn on the job. You'll succeed. And if you don't, you have at least tried to! If you don't need to build stuff from scratch chances are quite big you can just copy/paste the trick from already existing code. Of course, be sure to understand what happens so you gain knowledge and not only know where to find some code that does the trick.

    Best case scenario (for them) is they get a dev for slightly less pay

    Just go for it. The worst that can happen is that you don't get the job.

    If you get the job, you are not as unqualified that you think, and/or they think you could be a valuable asset.

    @coderfoundry Thanks CoderFoundry! It was really a fine answer that covered most of the points that concerned me. As an update, we made catch-up talk with recrutier(our first one was 3 month ago) and she informed me that we will be in contact for further opportunities. She said unfortunately, they can offer only 3 people for the role to the main company but no matter. I am optimistic now!
