Classic case of 'do as I say, not as I do.'

AFAIK Google and Apple only hand out stored data to the US government, but do not actively compromise the devices.
Of course they collect a huge amount of data (which they will give to the above mentioned government, as they must do by law), but not any other ones and they do not sell this data. What they do instead is using the collected by them selves and let third party indirectly use the data (without them getting it).

So it is simply correct that they do not want to help other ones (more evil states, corporates) to have access to location data through the tracing APIs, as much as it seems like a double standard.

But the way, they said they will accept apps for the purpose, but only one / country.

It's a good direction at least.
